Responsible for ensuring overall maintenance inspections are performed in compliance with FAR. Is responsible for decision-making that may have a significant impact on the organization's earning, operation or image, and a major impact on particular functions. Responsibilities will also include overall functional management, long-range planning, and significant delegation of responsibility. Will have great latitude in decision making, and operate only in the broad framework of organizational policy.


  • Monitor workmanship and materials to verify that applicable Company rules and Federal Aviation Regulations are in compliance.

  • Ensure company aircraft used in air transportation are properly certificated and maintained in accordance with approved Operation Specifications, Federal Aviation Regulations and company manuals.

  • Direct, assist, and supervise all personnel assigned to the inspection department. This includes RII qualified technicians during the period that they are actively performing inspection work.

  • Direct and administer the Required Inspection Item (RII) program.

  • Direct and administer the Internal Audit Program.

  • Direct and administer the Vendor/Supplier Audit Program.

  • Direct and administer the Precision Measuring & Test Equipment (PMTE) program.

  • Direct and administer a receiving inspection program for aircraft parts and material.

  • Direct and administer the audit and inspection of aircraft maintenance records to ensure accurate and complete entries, authorized RII inspections, and proper Airworthiness Releases.

  • Coordinate with FAA/DOD offices regarding Quality Control/Assurance issues.

  • Direct and administer the Technical Publications Program.

  • Review operational changes and requirements to insure adequate inspection oversight. Keep informed of changes and requirements of the FAR's.

  • Review bi-weekly AD summaries and advise the Director of Maintenance of any affecting Airlift equipment.

  • Coordinate safety functions with the Director of Safety.
  • Administer a system of Continuous Analysis and Surveillance.
  • Perform other duties as assigned.


  • Bachelors degree in a technical-related field; or equivalent combination of education and experience.

  • Minimum 10 years of Part 121 or 135 maintenance experience.

  • Must have thorough knowledge of inspection methods, techniques and equipment used in the area of responsibility.


  • Previous RII authority and experience.


Required :

  • Current FAA issued Mechanic certificate with both Airframe & Powerplant ratings.

  • Previous supervisory/management experience in a Quality Control function.

Preferred :

  • Previous experience with Lean Six Sigma or other continuous improvement programs.

  • A minimum of five (5) years previous experience as a Manager or Director of Quality Control in a Part 121 or 135 air carrier.
