The Program Manager is responsible for the overall program management of the IDIQ program and all task orders. The primary mission of the Program is full contractor logistics services for NSRWA rotary wing aircraft on a worldwide basis. The position of Program Manager requires a combination of management ability, communication skills, and leadership qualities. The Program Manager is also required to be highly professional, customer-oriented and thoroughly understand US Army Aviation program requirements and the NSRWA office.

The Program Manager will be responsible for the overall program to provide all logistics support services including labor, services, equipment, tools, direct and indirect materiel required to support and maintain all NSRWA aircraft, aircraft systems, and related support equipment located worldwide and to manage all parts and material worldwide.

Demonstrated competence in project management and technical competence in discipline field(s) and knowledge of industry policies and practices. Knowledge of the Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to weapon systems procurement and production. The Program Manager shall be knowledgeable of overall organization, direction, and requirements of the contract efforts.


  • Serving as primary liaison with government representatives tocoordinate all Program actions.

  • Reviews and analyzes aircraft maintenance reports and statistical datato detect trends and problem areas.

  • Serves as a member of senior management team, in formulating andestablishing organizational policies and operating procedures for thecompany.

  • Directs, coordinates, and manages all aspects of aircraft maintenancefor the assigned fleet.

  • Provides leadership to the workforce through effective goal setting,delegation, and communication.

  • Aligns goals of the field with AAR’s goals, policies, andstrategies.

  • The Program Manager shall have the ability to meet constraints of time,cost and technical performance, while focusing on customers' needs throughstrong leadership, decision making, management, and communication skills.

  • The Program Manager shall have recent knowledge of organizationalprocesses, risk management, quality processes and quality management, scheduleand cost control, basic contracting law, Federal Acquisition Regulations,Defense Acquisition Regulations, Federal Aviation Regulations.

  • The Program Manager shall review, direct, and coordinate all programactions.

  • The Program Manager shall be responsible forreporting monthly, quarterly and annual financial reports

  • Must have at least ten (10) years aviation program management

  • Five (5) years directly managing aircraft maintenance operations highlypreferred.

  • BS/BA in logistics, engineering, computer science, information systems,math or business.Masters of Science desired

  • It is highly desirable that the selected individual have an in-depthbackground in NSRWA.

  • It is highly desirable that the selected individual have experiencemanaging and reporting a multi-million dollar P&L

  • Professional verbal and written communication skills for interactionwith executive decision makers, composing job descriptions, proposals, andpresentations.

  • Ability to maintain confidentiality of sensitive information.

  • Demonstrated ability to work in a customer facing role and as acollaborative member of a diverse team.
