SUMMARY

Accountable to the AAR CBP Program Manager. Responsible and accountable for all accounting, finance, contractual, reporting, and control activities affecting the program. Partners with program leadership in matters relating to decision-making, financial reporting, compensation, compliance and business management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead the finance/accounting function for the program.

  • Ensure all recording and reporting requirements are met for management and regulatory agencies as required by law, including maintaining an accounting system that is compliant with Cost Accounting Standards (CAS)

  • Maintain accounting controls over key processes and the related reporting systems to ensure compliance with SOX and contractual stipulations

  • Supervise, prepare and review billing and/or other related documentation for completeness and compliance with financial policies, procedures and contractual requirements.

  • Review and certify vouchers and/or invoices for payment.

  • Assist the estimating team and program management in pricing any new customer requirements.

  • Direct and administer the Internal Audit Program, governmental audits, and external audit requests.

  • Manage the implementation of annual budgets throughout the program.

  • Review payroll data for accuracy

  • Establish travel policies for the program to ensure safe, effective and cost efficient travel for program employees

  • Design and generate periodic reports for senior management to measure operating and financial performance on the contract.

  • Analyze and interpret operating results in order to make specific recommendations which result in profit improvements without sacrificing quality

  • Provide leadership to team of roughly one dozen employees. This includes development, coaching and training of team members to build a highly functioning team.

  • Provide indirect supervision to all the Business Operation Administrators on the CBP program

  • Work withGroup finance leadership and AAR Corporate finance (e.g. CFO, CAO, tax, treasury) routinely on accounting and finance needs and requests

  • Manage all program rates, including fully burdened labor hour rates in accordance with FAR standards that will be acceptable to the DCMA/DCAA.

  • Serves as the contractor's authorized liaison with the Government Contracting Officer (CO) and Contracting Officer’s Representative (COR)

  • Coordinate and deliver all CDRLs when required

  • Travel is required

  • Position requires proof of US citizenship

  • Position requires successful completion of DHS Background Investigation

  • All other duties as assigned.

Qualifications:

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. A thorough knowledge of Microsoft Excel and Microsoft Office. Must have experience in an accounting leadership role with thorough knowledge of GAAP and ability to use standard accounting software (Lawson a plus). Must have a working knowledge of Federal Acquisitions Regulations (FAR), Cost Accounting Standards (CAS), Earned Value Management Systems (EVMS), and Truth in Negotiations Act (TINA). Prior extensive experience with Labor Service Hour government contracts and union collective bargaining agreements. Extensive budgeting and forecasting experience. Development of contract pricing (cost reimbursable, fixed price, time and materials), development and compliance with Government required disclosure statements required. Strong mathematical and analytical abilities and strong managerial abilities required.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in Accounting, Finance, Economics or a related field and five years related experience.

  • Certified Public Accountant (CPA), Master’s in Business Administration (MBA) and/or Chartered Global Management Accountant (CGMA) designation is preferred.

  • Prior experience in a public company with international operations, aviation experience, SEC compliance & reporting, and SOX compliance is preferred.
